Apple Now Locking Screenshots for Submitted Apps, Shutting Down Popular Scam Tactic

Couldn't Apple use some smart algorithm that measures reviews, keywords, purchase history, application submittals over time to decide that some developers are "trusted" and others are "not trusted yet".

I doubt Marco Arment of Instapaper fame is going to release a scam app tomorrow... lengthy release history, multiple apps, non-suspicious reviews... but let's say "AngriBirds" is from a new developer, has has been on the store only 5 days, has 90% one and two star reviews (many of which mention "scam")... couldn't metrics alone determine trusted and untrusted developers - and allow them more or less flexibility in the app store?
