I doubt Marco Arment of Instapaper fame is going to release a scam app tomorrow... lengthy release history, multiple apps, non-suspicious reviews... but let's say "AngriBirds" is from a new developer, has has been on the store only 5 days, has 90% one and two star reviews (many of which mention "scam")... couldn't metrics alone determine trusted and untrusted developers - and allow them more or less flexibility in the app store?
