"Debit card non-U.S. ATM fee refund"

Just received this email from PayPal:

From March 2008 to October 2013, we experienced a system error that caused customers who used non-U.S. ATMs to improperly incur a fee of 1.00 USD per transaction. Unfortunately, we did not discover the error until recently. The error is no longer occurring.

We determined that 3 of your transactions were impacted and you were charged a total of 3.00 USD in error. This email is to notify you that we have credited your account 3.00 USD to correct this inadvertent error. We regret any inconvenience.

I guess they aren't completely evil after all.
